Detailed Solution

The Scheduled Caste and Scheduled Tribes Prevention of Atrocities Act were passed in 1989.
In 1989, this Act was created in response to requests from Dalits and others that the government must seriously address the daily mistreatment and humiliation that Dalits and tribal people face. Even while this type of treatment has been around for a while, it started to become aggressive in the late 1970s and early 1980s. Dalit organisations requested new legislation that would specify the many forms of violence against dalits and prescribe harsh penalties for anyone who engages in them.
