When some power is taken away from the Central and State government and given to the local government, it is called decentralisation. The Indian Constitution was amended in 1992 to enable the third tier of democratic arrangement to become more powerful and effective. A system of power-sharing called decentralisation was introduced to improve the efficacy of local administration and governance. Some of the powers of the Centre and State are taken and given to the local government. The state is also required to share some resources and grants with the local government for their independence of governance and functioning.
