The angle of incidence will be zero if the incident ray is on the same path as the normal to the surface. When the Incident ray moves towards normal, the reflected ray also moves nearer to normal. Accordingly, the angle between the normal and reflected ray (angle of reflection) declines and becomes zero when the incident ray overlays the normal.
