The entire Council of Ministers quits when the Prime Minister quits with him. This is why it is said about the CoM that they swim and sink together. This is known as the concept of Collective Responsibility, according to which if the Prime Minister resigns from office or leaves office for any reason, the entire ministry (Council of Ministers) has to resign. The Council of Ministers is an executive body headed by the Prime Minister. Along with the individual responsibility of each minister, the CoM is collectively responsible to the Lok Sabha. As long as the Government remains in power, they all stay in force. When the Government is not in the majority in the Lok Sabha, and a no-confidence motion is passed, the entire Council of Ministers with the Prime Minister loses power and has to resign.
