Gandhi relaunched the Civil Disobedience Movement in 1932. Gandhi travelled to London for the Second Round Table Conference in December 1931, but the talks fell through, leaving him dissatisfied. He returned to India and learned that the British authorities had unleashed a fresh round of repression. The Congress had been proclaimed illegal, Ghaffar Khan and Jawaharlal Nehru were both in prison, and a number of restrictions had been placed on gatherings, protests, and boycotts. Hence, Mahatma Gandhi reinstituted the Civil Disobedience Movement in 1932.
