The final unification of Italy was achieved in 1871. Although the uprisings were crushed, the tide of revolutionary activity was not slowed. During this time, Guiseppe Garibaldi would emerge as the face of Italian unity. Guiseppe Garibaldi was a revolutionary who took part in the 1848 insurgency but was forced to flee when it collapsed. In 1860, he returned to Italy to help King Victor Emmanuel II of Piedmont, bringing an army of volunteers from Sicily and Naples. Victor Emmanuel and other northern Italian states united with France in 1858 to permanently eliminate Austrian participation in the region. Garibaldi took over Naples and Sicily in November 1860, and Italy was constituted a monarchy by 1861. Only Venice and Rome remained under foreign administration until they joined Italy in 1866 and 1871, respectively. Thus, Italy's unification was finished.
