The colonial government passed the Inland Emigration Act in 1859. Plantation labourers were prohibited from leaving their workspaces under the Inland Emigration Act.
The concept of Swaraj was different for plantation labourers. For Assamese plantation labourers, freedom meant having the ability to move without restrictions and maintaining ties to the community from which they had come. Numerous plantation workers left the area after learning about the Non-cooperation Movement, anticipating the start of the Gandhi Raj and the end of the British Raj. They thought the Gandhi Raj would soon arrive and provide everyone with land in their communities.
