In 1859, the Inland Emigration Act was passed. This act set limitations on plantation labourers. Under the Inland Emigration Act of 1859, plantation labourers were not permitted to leave tea estates without permission, and such permission was rarely granted. If they tried to escape, they were caught and brutally beaten. These labourers saw Mahatma Gandhi's "Swaraj" as having the freedom to move freely inside the restricted territory where they worked.
