The Pakistan resolution was put forward by the  Muslim League in 1906. The All India Muslim League was formed by a group of Muslim landlords and nawabs at Dacca in 1906. The League was in support of the partition of Bengal. They wanted a separate electorate for Muslims. They wanted to favour their religious groups. In  1940 the Muslim League put forward a  resolution that demanded “Independent States” for Muslims in the north-western and eastern areas of India. The resolution didn't ask for a partition.  But a separate nation for Muslims was a thought in their mind since the 1930s. It was due to the problems between Hindus and Muslims during the period of  1920s and 1930s.
