The Second Backward Classes Commission was appointed in 1979. It is also known as the Mandal Commission. The Commission was appointed by the Government of India in 1979 under the Prime Ministership of Morarji Desai. The Commission was headed by B. P. Mandal. The Mandal Commission was formed with the task of identifying the socially and economically backward classes in India and suggesting measures for their upliftment. The Mandal Commission gave its report in 1980 suggesting that 27 per cent of the government jobs should be reserved for the socially and educationally backward classes. It was finally implemented by the Janata Dal government in 1990.
