The second five-year plan was formulated in 1956. It had put a lot of emphasis on the growth of huge dams and heavy industries like steel. These industries were to be governed by the government. Economic policies throughout the following few decades were influenced by this emphasis on heavy industry and the effort to regulate the economy at the state level. Many strongly backed this strategy, but there were also some loud critics. Some believed that agriculture had not received enough attention. Others countered that primary education was being overlooked. Others, however, felt that the environmental effects of economic policies were not considered.
