Zollverein was formed at the initiative of Prussia and joined by most of the German states in 1834. This custom union became the first step to the unification of the German states. Austria did not join this union because the prince of Austria, Metternich, was against this idea of a unitary custom union. It was created to have hustle-free trade between the states. The main aim of this customs union was to regulate the tariffs within the economies. All weights, measures and currencies should have been common among the countries. This led to the economic integration of the states, which strengthened its voice.
