When water and excess starch are mixed together, the solution that we get is a suspension.
When we add starch to water, it dissolves; but, as we add additional starch, the solution thickens and creates a suspension. A suspension is a heterogeneous combination in which solid particles are distributed throughout the liquid but do not dissolve in it. Suspension is commonly represented as a mixture of chalk and water, muddy water, a mixture of flour and water, a mixture of dust particles and air, fog, milk of magnesia, and so on.
