The Montagu-Chelmsford Reforms were introduced in 1919
The British Parliament introduced the Government of India Act 1919 or the Montagu-Chelmsford Reforms to increase the participation of Indians in the administration of the country. In July 1918, the British administration proposed additional constitutional amendments known as the Montagu-Chelmsford or Montford Reforms, which were in accordance with the government policy outlined in Montagu's declaration (August 1917). The British government in India implemented the Montagu-Chelmsford Reforms as a means of gradually introducing self-governing institutions. The reforms are named after Lord Chelmsford, India's Viceroy from 1916 to 1921, and Edwin Samuel Montagu, who served as the country's Secretary of State for India during the closing stages of World War I.
