The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act has been created in response to requests by Dalits and other organisations that the government takes the daily abuse and humiliation seriously that Dalits and tribal people experience. It was passed in 1989. Even while this type of treatment had been around for a while, it started to become aggressive in the late 1970s and early 1980s. A number of forceful Dalit organisations emerged during this time in some southern Indian regions, demanding equal treatment and refusing to carry out their alleged caste-related tasks. As a result, the stronger castes turned violent against them. They pushed for new laws that would outline the different forms of violence against Dalits and impose severe penalties on those who engage in them.
