When zinc reacts with very dilute nitric acid, nitric acid mainly behaves as an acid (not a strong oxidizer). Zinc displaces hydrogen and the nitrate ion remains unchanged.

Balanced equation:

Zn + 2 HNO3 → Zn(NO3)2 + H2

Oxidation state of nitrogen:

In HNO3 nitrogen has oxidation state +5, and it remains +5 in the nitrate ion (NO3) in Zn(NO3)2. So, the oxidation state of nitrogen does not change in this reaction.
