The elections of the council were not to be boycotted in Madras.
In January 1921, during the Non-Cooperation Khilafat movement, the council elections were boycotted in every province. But the council elections were not being boycotted in Madras; on the contrary, they took place. In Madras, the Justice Party, composed of non-brahmins, was against the boycotting of council elections as they saw this as an opportunity to gain power against the Brahmins. The elections were taking place at the time of their non-Brahmin movement, whose major issue was anti-Brahminism. They won the elections and came into power without facing any opposition. In this way, the council elections took place in Madras.
