At the Congress' Nagpur Session in December 1920, critical noncooperation pacts were made in Maharashtra. The initiative behind the movement for noncooperation came from Mahatma Gandhi. In March 1920, he released a manifesto explaining the tenets of the nonviolent noncooperation movement. A campaign was started to support the upkeep of Hindu-Muslim harmony and strict nonviolence, as well as to renounce names, and boycott international goods, councils, courts, and educational institutions. On September 5, 1920, Mahatma Gandhi established the Non-Cooperation Movement to obtain total independence. The product was dropped in 1922. Within a year, according to Gandhi, the movement may bring about "swaraj," or self-rule for the Indian people. But swaraj could not be accomplished in a year.
