The Civil Disobedience Movement was suspended by Mahatma Gandhi. On March 5, 1931, he signed a pact with Irwin. Gandhiji agreed to attend a Round Table Conference in London according to the Gandhi-Irwin Pact, and the government promised to free the political prisoners. Gandhiji traveled to London for the conference in December 1931, but the talks fell through, leaving him dissatisfied. He returned to India and learned that a new series of repression had been launched by the authorities. The Congress had been declared illegal, Ghaffar Khan and Jawaharlal Nehru were both in prison, and many restrictions had been placed on gatherings, protests, and boycotts.
