Azad was born on 23 July 1906 in Bhabra village as Chandra Shekhar Tiwari in what is now Alirajpur district of Madhya Pradesh. His mother wanted him to become a Sanskrit scholar and sent him to Banaras for further studies. When the Non-Cooperation Movement was at its height in 1921, he was only 15 years old, but he became actively involved in the movement. He met Ram Prasad Bismillah and became an active member of the Hindustan Republican Association. He was also involved in the Kakori Conspiracy of 1925, also in the shooting of J.P. Saunders in Lahore in 1928 to avenge the killing of Lala Lajpat Rai and finally in the attempt to knock down the train of the Viceroy of India in 1929.
