Dadabhai Naoroji first used Swaraj in the presidential address of the Congress session of 1906 at Calcutta. In this session, congress adopted Swaraj as their goal, though the demand of the Constituent Assembly was implicit, as, without the constituent assembly, the swaraj demand was incomplete.
