In Bombay, the Khilafat Committee was established.

Additionally, there were rumours that the Ottoman emperor, who served as the spiritual leader of the Islamic world, might be subject to a punitive peace pact (the Khalifa). In Bombay in March 1919, a Khilafat Committee was established to preserve the Khalifa's temporal authority. Young Muslim leaders like the Ali brothers, Muhammad and Shaukat, started talking with Gandhi about the potential for a coordinated mass movement on the problem.
