Government of India Act, 1909 allowed for some elected representation in India for the first time. Before the freedom struggle gained strength, the people of the country feared the British government and although they disagreed with many of their rules and policies, they were forced to remain silent as they faced grave danger if they tried to criticize the colonial government. But later on, leaders of the Independence movement started criticizing the colonial government and putting forth their own demands. The Indian National Congress, right from 1885, demanded the right to have elected members in the legislature. They required that these members be given the right to ask questions and discuss the budget. Following this strengthening demand, the British government passed the Government of India Act, 1909 which allowed for some elected representation in India for the first time.
