Detailed Solution

The Rowlatt Act of 1919 gave powers to arrest people without a warrant. The British government passed the Rowlatt Act to tighten its control over the populace. The Imperial Legislative Council passed this law in March 1919, giving the British government the authority to detain anyone without a trial. Gandhi and the other leaders demanded a Hartal (suspension of work) to demonstrate Indians' opposition to this law, known as the Rowlatt Satyagraha, in order to abolish this Act.
