The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989, was passed to tackle the ill-treatment of Dalits and Tribals. As the violence against the Dalits mounted during the 1970s and 1980s, the Dalit groups began to pressure the government to form new laws that would state the kinds of crimes committed against Dalits and provide strict punishment for them. As a result, the Scheduled Castes and the Scheduled Tribes ( Prevention of Atrocities) Act was passed in 1989. It compiled a long list of heinous crimes, some genuinely horrifying crimes. This Act describes crimes which are both physically and morally reprehensible. It punishes people who try to displace Dalits and Tribals from their lands illegally. It also recognises that the crimes committed against the Dalits and tribals are particular.
