Hydrogen bond is a weak bond which is formed between the hydrogen atom and an electronegative atom (mainly 0, N,F) by an electrostatic attraction force. The hydrogen atom should be attached to a highly electronegative atom. In phenol, ethyl alcohol and acetic acid, hydrogen atoms are directly attached to oxygen atom, which is electronegative. Thus, they all show hydrogen bond. as shown below-

But in diethyl ether, there has no hydrogen atom attached to oxygen directly C2H5-O-C2H5. So, it doesn't show hydrogen bond. Thus, the correct option is option D.
