The community government in Belgium has the power related to cultural, linguistic, and educational issues. This is the third type of government given its share of power under the horizontal distribution of power followed by the country. There are mainly three communities in Belgium; Dutch-speaking, French-speaking, and German-speaking. 59% of the total population speaks Dutch, the rest 40% speak French, and the remaining 1% speak German. There were tensions between the two communities during the 1950s and the 1960s. So, to accommodate linguistic diversities, from 1970 to 1993, Belgium’s constitution was amended four times to come to an arrangement that would make everyone live together peacefully. The new constitution provides the provision for the communist government, which people of one language elect. Its primary function is to handle cultural, linguistic, and communal issues related to the three linguistic communities in the country.
