The Union government looks after residuary powers.
Any subject that does not come under any of the three lists, then the Union government has the power to make laws on those subjects. This power is called the residuary power of the Union government. The Constitution of India provided a three-fold distribution of legislative powers between the Union Government and State Governments. The constitution prescribes three lists - Union List, State List, and Concurrent List. The central government has the power to make laws on the union list, the state government has the power to make laws on the state list, and both the center and the state government has the power to make laws on the concurrent list.
