Detailed Solution

Gram sabha votes for the election in gram panchayat.
The concept of decentralisation is not new in India and has been practised here since ancient times. Though formally introduced by Mahatma Gandhi, it was later incorporated into our constitution using a bottom-up approach. From the perspective of making governance more efficient, decentralisation is more of a sharing or division of powers between different levels of government. In India, the Panchayati Raj system signifies decentralisation. It was established with the perspective of building democracy from the grass-root level. The third tier of government in rural areas is known as the Gram Panchayat, headed by an elected representative, i.e., the Sarpanch.
