Detailed Solution

China faced the worst recorded famine in 1958-61.
The greatest known famine in human history occurred in China from 1958 to 1961. In this famine, around three crore people perished. India's economic situation at the time was not much better than China's. However, India did not experience a famine as China did. According to economists, this was caused by various government initiatives in the two countries. India's government was able to respond to the food shortage in a way that the Chinese government was unable to because of democracy. They note that no significant famine has ever occurred in a sovereign, democratic nation. Fewer people perished in the Chinese Civil War if the country had multi-party elections, an opposition party, and a press that was free to criticise the government.
