The country that was representative of European powers was Britain and apart from it Prussia, Russia, and Austria were also part of it. These countries together united for the war which was fought between European power and Napoleon. In this war, Napoleon was defeated and this led to the Vienna Congress for the settlement of Europe. The treaty of Chaumont allied these countries in March 1814. These European powers wanted to restore the monarchial form that was abolished by Napoleon.
