Which Euclid's postulate states, "A circle can be drawn with any center but with a fixed radius"?

If the radii of two circles are equal, then their circumferences are also equal which means both circles are equal. 

According to Euclid's Postulate 3, "A circle can be drawn with any center but with a fixed radius." This means that given a point in the plane, and a positive real number as a radius, a circle can be constructed with that point as the center and the given radius. 

Thus, we can say, a circle can be drawn with any center but with a fixed radius.
