Horizontal division of power is most commonly referred to as federalism since, unlike the vertical division of the government, where the state government is working as a subordinate to the central government, where the state government enjoys its independent power and is horizontal in the chart (i.e., side by side and not below) to the central government. In federalism, power is divided between the central authority and various constituent units of the country horizontally. Usually, a federation has two levels of government – one to look after the entire country and one for individual provinces or states.
