The German expert Dietrich Brandis founded scientific forestry. Brandis felt that to manage forests, a proper system had to be introduced, and the people had to be trained in the science of conservation. Legal sanctions and rules on the use of forests were needed for this. He felt that overgrazing and cutting down of trees on a large scale had to be restricted so that they could preserve the forest for timber production. So he set up the Indian Forest Service in 1864 and formulated the Indian Forest Act of 1865. In 1906 at Dehradun, the Imperial Forest Research Institute was set up. Through this institute, they taught the system of scientific forestry.
