The Dutch-speaking people were the majority in terms of population in Belgium.
The Dutch-speaking population made up the majority of the population overall but only a minority in Brussels, the capital of Belgium. In Brussels, 80% of people were French speakers, whereas 20% were Dutch speakers. In the 1950s and 1960s, tensions between the Dutch-speaking and French-speaking communities first surfaced. In Brussels, the hostility between the two communities was particularly severe. In Belgium, the minority French-speaking community attempted to subjugate the Dutch-speaking majority. The government adopted a conciliatory approach to resolve the disagreement and changed the Constitution four times. Both sides agreed to equal representation. As a result, the third kind of government was introduced, community government.
