Marginal groups, by their very name, are defined as the groups that find themselves at society's margins, away from mainstream life. Their representation in decision-making is deficient. Many of these groups are a numerical minority and thus are under constant fear of the majority community imposing its will on them in a democracy. These include religious groups like Muslims etc. Others have historically been subjected to discrimination by powerful groups, and hence they cannot get on with the progress. For years, they haven't been allowed to gain education or hold any economic resources, which makes their position very weak. This includes women, Dalits and tribals etc.
