The leader who toured extensively to mobilise large support for the non-cooperation movement was Shaukat Ali. Mahatma Gandhi unfolded the non-cooperation movement in stages. He began the movement by surrendering the titles the colonial government gave and boycotting the jobs provided by the colonial government, like civil services, the army, teachers, police, and foreign goods. Mahatma Gandhi had also created a backup plan in case the colonial government decided to use repression against the non-cooperation movement. A civil disobedience movement would be launched. Throughout the summer of 1920, Mahatma Gandhi and Shaukat Ali toured India in search of widespread support for the non-cooperation movement.
