The Union List includes the subjects of education and health. The Constituent Assembly debated these for several days. Because they considered that only an intense centre could consider and plan for the nation's wellbeing, some members proposed that the centre should be granted additional authority and responsibilities. Others in the group believed that provinces should have more flexibility and autonomy. These opposing ideas have to be balanced in the constitution. As a result, they offered three lists of topics. The Union was on the first list, the states were on the second, and the concurrent was on the third. Health and education were given equal weight, so they appeared on the same list.
