The Ali brothers, Shaukat and Muhammad Ali, led the substantial Khilafat Movement in India. The Turkish Sultan, or Khalifa, was subjected to a harsh treaty by the British in 1920. Many were outraged, similar to how people had felt after the Jallianwala massacre. Additionally, Indian Muslims were determined for the Khalifa to maintain sovereignty over Muslim holy sites throughout the former Ottoman Empire. Therefore, Mohammad Ali and Shaukat Ali, the leaders of the Khilafat agitation, wanted to start a full-fledged Non-Cooperation Movement. Gandhiji supported their request and encouraged Congress to raise awareness of the Khilafat injustice and the desire for Swaraj.
