The Criminal Tribes Act was passed in 1871. This act considered the mobile, nomadic pastoralists criminals by nature and by birth. The British government was suspicious of the pastoralists as they were not easy to identify, unlike the settled population. So the act of 1871 provided for the notified settlements for the nomads. These nomads were under the continuous watch of the village police, who controlled their movement through a permit. The nomads required a permit every time they wanted to move in or out of the village. Thus, this act changed the sustenance pattern of the pastoralists characterized by the seasonal movement across the regions.
