Ions, atoms, and molecules are tightly packed together in a solid. Because of the close packing between the particles, they are only able to vibrate and cannot move freely. A solid, as a result, has a stable, distinct shape as well as a distinct volume.
A liquid is a nearly incompressible fluid with a (almost) constant volume regardless of the pressure that adapts to the shape of its container. If both the temperature and the pressure are stable, the volume is determined.
Since the molecules in a gas have enough kinetic energy, intermolecular forces have little to no impact (or none at all in the case of a perfect gas), thus neighboring molecules typically stand far apart from one another compared to their own sizes.
