The Union Council of Ministers includes Cabinet Ministers, Ministers of State with independent charge and Ministers of State.
The Cabinet ministers are the inner ring of the Council of Ministers. It is a body of high-ranking state officials. It typically consists of the executive branch’s top leaders of the ruling party/parties. Ministers of State with Independent Charge are usually in charge of smaller ministries. They only attend Cabinet meetings when they are invited to do so.
