Grazing land was taken over for ploughing, causing a severe pasture shortage. The Colonial Government defined wastelands as areas not used for agriculture or generating income. The grazing lands were acknowledged as wastelands in this situation. By putting more land under cultivation, the government hoped to increase the revenue generated from the land. So they started turning the wasteland into arable land. The government passed several pieces of legislation under which it acquired the wasteland and gave it to people for agricultural purposes. It caused problems for the pastoralists by increasing cultivation while decreasing grasslands.
