Mahatma Gandhi wrote a letter to Viceroy Irwin on January 31, 1930, outlining eleven demands. Some of these had universal interests, while others were special needs of various classes, from industrialists to peasants. It was intended to make the demands diverse so that all social classes in Indian society could identify with them and be brought together in a single campaign. Mahatma Gandhi's letter served as an ultimatum. The letter warned that if the demands were not met by March 11, the Indian National Congress would begin a campaign of civil disobedience. Irwin refused to compromise. Thus, Mahatma Gandhi and 78 volunteers began the Salt March in March 1930.
