Britain, Russia, Prussia, and Austria, who defeated Napoleon, met in Vienna for an agreement of settlement for Europe, i.e., the treaty of Vienna of 1815. The Austrian Chancellor, Duke Metternich, hosted this Vienna Congress. European leaders made this agreement of settlement with the purpose of undoing the changes that had come during the Napoleonic Wars. They wanted to maintain the balance of power in Europe, so they increased the size of some regions so that no one power would dominate a large part of Europe. The European leaders wanted to bring back the monarchies overthrown by Napoleon so that peace could be restored.
