Adoption falls under the Concurrent List.
In the Indian Constitution, there is a subject-wise division of legislative powers of the centre and state. The Seventh Schedule of the Indian Constitution describes it in detail. The legislative powers are divided into three lists- 1) Union list, 2) State list, and 3) Concurrent list. The subjects mentioned under the Union list come under the union government and are solely under the central government. Likewise, the subjects mentioned in the State list come under the state's legislation. In special cases, the central government can also legislate the state subjects. The Concurrent list is the shared list between the union and state government, or the issues mentioned under this can be legislated by both. The few subjects mentioned in the Concurrent list are education, forest, adoption etc.
