In a ‘coming together’ federation, several independent states combine to become a bigger government. Individual states connect their assets and autonomy to form one stronger nation. All the states in the federation have sovereign authority and can govern their respective regions with their self-government. The final result is the establishment of a strong nation. Spain, Belgium, and India are examples of ‘holding together’ federation. Countries, where powers are divided between the centre and the constituent states, are called ‘holding together’ federations. Here, the constituent states do not have any sovereign authority, but instead, some powers of the central government are transferred to the constituents for smooth administration. Only the central government has sovereign powers.
