This is due to the fact that when an atom's protons and electrons rise, the nuclear force acting on the electrons also increases, making it harder to lose electrons. In contrast, as an atom moves down the group, the metallic character increases. This is due to the fact that when atomic radius grows, losing electrons gets simpler.
So, C has the least metallic character and Sn has the highest metallic character.
