Federalism is a form of government in which power is shared between a central authority and the country's different constituent parts. A federation usually has two levels of governance. Unitary governments are in contrast to federations. Either there is just one level of government, or the sub-units are subordinate to the central authority under a unitary system. Both of these governments are answerable to the government in their own right. Orders can be passed down from the federal government to the provincial or local governments. In a national system, however, the federal government cannot compel the state government to act. The state government has its authority and is not accountable to the federal government.
