English is not a Scheduled Language mentioned in the Indian Constitution.
According to the 2011 census of India, the people mentioned over 1300 mother tongues. Some of the languages could be grouped under "major languages. Even after this grouping attempt, almost 121 languages were still recognised as major languages. Of these 22, two were included in the Eighth Schedule of the Indian Constitution. These languages come to be known as "scheduled languages. These languages are used as official languages in various states. However, English, although not grouped among the Scheduled Languages, is still used in official matters. A tiny percentage of the population recognises English as a mother tongue. Languages not included in the list are known as non-scheduled languages.
